What is the tourist allowance?

The tourist allowance is a foreign exchange right granted to Algerian residents wishing to travel abroad. According to Bank of Algeria Instruction No. 07-2026 (effective July 19, 2026), this right is now granted via an international payment card.

Eligibility conditions

  • Algerian national residing in Algeria
  • Aged 12 or over
  • Stay of at least 7 days abroad
  • Provide a round-trip travel ticket
  • For 12-18 years: tourist package from an approved agency (limited to 2 children per family)
Mandatory bank accounts
You must have a current or savings account in dinars AND a foreign currency account at BEA.
International payment card
The allowance is now granted exclusively via an international payment card.

International payment card Mandatory

According to Bank of Algeria Instruction No. 07-2026, the exchange right is granted exclusively via an international payment card.

  • Card issued exclusively by the approved intermediary bank
  • In the name of the legal account holder
  • Strictly personal use (transfer or loan prohibited)
  • Request must be made sufficiently in advance before departure
  • Linked to a foreign currency account in the beneficiary's name
Minimum card validity: 3 years

Payment of the dinar equivalent must be made no later than 7 working days before the departure date (Article 9 of Instruction No. 07-2026).

Land travel: The land travel tax payment receipt must be provided instead of the transport ticket
For minor children: The cardholder must present the family record book or any other proof of filiation to obtain the exchange right for their children

Important: The proof of income must be recent and comply with Bank of Algeria requirements.

Yes, the amount of the exchange right for travel abroad can be credited to your Visa or Mastercard.

No, it is not mandatory to obtain a new international payment card. You can benefit from the exchange right on the international card you already have.

Yes, minor children can benefit from the exchange right. The legal guardian receives the child's exchange right amount on their own international payment card.

How many children per family?
Limited to two (2) children per family.

No, the wife must have her own international payment card.

Yes, the foreign currencies deposited in the account can be used to cover expenses abroad. Online purchases related to the purpose of the trip are also permitted.

The balance remains in the beneficiary's account and can only be used for future trips. In case of return before 7 days or cancellation, the full amount must be refunded.

The exchange right is granted once per calendar year (January 1 to December 31), except in case of refund within the deadlines due to cancellation or return before 7 days. In this case, the traveler regains their right to benefit from the exchange right.

The validity period of the payment card dedicated to the exchange right is at least three (3) years, except in case of declared loss where a new card must be requested.

People who benefited from the exchange right between July 21, 2025 and December 31, 2025 are entitled to benefit from it for the year 2026.

People who benefited from the exchange right between January 1, 2026 and July 18, 2026 can benefit from it starting January 1, 2027.

Banks can process card requests from their customers without delay. Cardholders can go to their banks from July 19, 2026 to request to benefit from the exchange right.

All approved intermediary banks authorized to carry out foreign exchange operations.

Yes, the card can be used abroad after the start of the trip. Contactless payments are also permitted depending on the card type.

Contact the domiciliary bank via the dedicated channels, in accordance with Article 14 of the instruction.

The amount must be fully refunded within 5 working days. In case of non-compliance, suspension of the exchange right for 5 years and criminal prosecution.
The 5-year suspension applies. For minors, it ends at age 19.

The suspension automatically ends when the minor reaches the age of 19 (Article 15).
